Business Phone Systems Without Per-User Pricing

Short answer: Most business phone systems charge per user, but a few do not. Grasshopper prices per plan ($14 to $55 per month billed annually, unlimited users on Solo Plus and Small Business). Why per-user pricing hurts small businesses

Per-user pricing assumes every employee is a full-time phone user. In a small business, that is rarely true. The owner takes a few calls, the office manager takes many, technicians answer when the dispatcher is busy, and a bookkeeper calls clients twice a month. On a per-seat plan, each of them costs the same as the busiest person. Teams either pay for seats that sit mostly idle or leave people off the system, which means missed calls.

Callata

Callata Office costs $99 per month and includes five users ($79.99 for the first month). Each additional user is $20 per month, so Callata is not a flat price: like Talkroute, it is a hybrid that bundles a group of users and then charges per user. It includes up to three local numbers, unlimited inbound calling, a pooled allowance of 1,500 outbound US and Canada minutes per user per month (7,500 minutes for five users, then $0.01 per minute), ring groups, extensions, business-hours routing, a shared texting inbox (after a one-time $49 10DLC registration), call recording with AI summaries, voicemail transcription with urgency triage and E911. Grasshopper

Grasshopper sells three plans billed annually. Solo Plus and Small Business allow unlimited users sharing extensions, which makes it the cheapest option for several people sharing one virtual number. Texting requires a $19.50 one-time registration and $1.50 per month; extra numbers cost $9 per month.

Talkroute

Talkroute prices per account: Basic ($19, 1 user, 500 texts), Plus ($39, 3 users, 2,000 texts) and Pro ($59, 10 users, 5,000 texts, recording, unlimited menus). Every extra user, number or mailbox is $5 per month, and Enterprise covers 20 or more users at custom pricing.

At three people, Callata is the most expensive option in this table. From four users its included seats put it below Ooma Office Pro and RingCentral Core, and at 25 people it saves $124.75 a month against Ooma Office Pro and $251 against RingCentral Core. Quo Starter at $19 per user stays slightly below Callata at every size on list price ($190 vs $199 at ten, $475 vs $499 at 25), and Grasshopper and Talkroute are far cheaper at every size shown. A worked example: a 12-person service company

Picture a home services company with an owner, two office staff, one dispatcher and eight technicians. The office and dispatcher answer most calls; technicians answer when they are between jobs and text customers about arrival times. Everyone needs access, but only four people are heavy phone users.

What to check on any flat-price or bundled plan

  1. Number limits. How many numbers are included, and what do extras cost?
  2. User limits. How many users does the base price cover, and what does each extra user cost?
  3. Fair use. What counts as normal use? Call centers and auto-dialing are commonly excluded, and some plans cap outbound minutes.
  4. Texting. Is texting capped, and what does carrier registration cost?
  5. Features per user. Does everyone get the same features, or do some sit on lower tiers?
  6. Contract terms. Monthly or annual, and is the price guaranteed for the term?

When per-user pricing is the better deal

  • One to three people. Per-seat entry prices of $15 to $30 beat a $99 base plan that includes five users.
  • Every user is a heavy, full-time phone user who needs advanced features like dialers or supervision.
  • You need features these plans lack: desk phone fleets, toll-free numbers, video meetings, international calling or CRM integrations.

Who benefits most from per-plan pricing

  • Service businesses where office staff, owners and field teams all answer the main line.
  • Seasonal businesses that add and remove staff.
