How to Budget for a Small Business Phone System

Count users honestly
Count everyone who needs to answer or place calls from the business number, not just full-time desk staff:

Flat pricing
Some providers charge one price for the account regardless of users. The comparison is simple: divide the flat price by the per-user price to find the break-even headcount. Above that number, flat pricing wins, and it keeps winning as you add people. Others charge a base price that includes a set number of users, then a per-user rate above it; price those at today's headcount and next year's, because the comparison can flip as you grow.
Part 2: One-time costs
- Activation or setup fees. Some vendors charge one; check the fine print.
- Hardware. Cloud systems run in a browser or app, so desk phones are optional. A good headset for each person who takes many calls is usually the best hardware spend.
- Texting registration. US carriers require businesses texting from local numbers to register their brand and campaign through 10DLC, administered by The Campaign Registry. Providers pass through fees in different ways; ask whether it is one-time or monthly.
- Number porting. Free at some providers, charged at others.
- Setup time. Someone has to build ring groups, record greetings and set business hours. Budget a few hours.
Part 3: Usage-based extras
- International calling: usually billed per minute outside the US and Canada.
- Extra numbers: plans include a set number; more cost extra.
- Toll-free minutes: some providers bill inbound toll-free minutes separately.
- AI answering or receptionist minutes: often billed per minute or per call. Estimate from your after-hours and overflow volume.
- Answering service: if you use a live service for overflow, it is a separate bill.
Part 4: Taxes and regulatory fees
Advertised prices typically exclude taxes and fees. Common line items include federal and state taxes, 911 fees and Universal Service Fund (USF) recovery charges. The FCC sets the USF contribution factor each quarter; the factor announced for the fourth quarter of 2026 is 42.0%, a record high. Providers contribute to the USF on their interstate and international revenue and many recover the cost from customers, but how they calculate the line item varies, so ask for a sample bill for your location.
